Regan C. Best

EXPERIENCE:
Owner and founder of Best Environmental, Mr. Best has thirty-eight years of experience in air emissions testing. Founded Best Environmental in 1987 to provide independent environmental testing and consultant services to industries in Northern California. Principal service is providing source-compliance testing for utility, semiconductor, and petroleum refinery industries, as well as cogeneration projects and numerous other sources.

Responsible for company management, financial planning, safety program and individual projects. In the capacity of Project Manager, oversees pre-site inspections, preparations, field testing, analysis and report writing. Conducts methods research and modification or development, if needed. Other duties include project scheduling, client services and training of technical staff.

Knowledge of all phases of source test work, source emissions measurement of criteria pollutants, toxics, VEE & CEM certifications, AB2588 toxics regulations and reference methods, EPA, CARB, AQMD and APCD permits and test procedures.

Experience includes major projects for the US Environmental Protection Agency involving characterization of inhalable particulate matter from steel mills, pulp and paper mills, and power plants; determining destruction and removal efficiency from co-firing of hazardous waste; and observing field tests and reviewing written reports from other test firms. Testing performed in over ten states, including Alaska, Oregon, Washington, Nevada and Hawaii. Ronald Mariano

EXPERIENCE:
Fourteen years of experience in air source emissions testing. As a Laboratory Supervisor, Ron is responsible for most aspects of Best Environmental's laboratory. Duties include work scheduling, analysis, report production, materials ordering and QA/QC review. Responsible for procurement of analytical equipment as well as calibration and fabrication.

In addition to his laboratory duties, Ron is knowledgeable in isokinetic sampling techniques and methods with onsite analysis. He is familiar with EPA, CARB and local Air District test methods.

Bobby Asfour

EXPERIENCE:
Twelve years of experience in the air pollution field. As Project Manager, is responsible for supporting many of the activities at Best Environmental. These activities include report writing, client interface, proposal generation, writing of source test protocols, equipment calibration, laboratory onsite analysis and field sampling.

Bobby's knowledgeable in continuous emissions monitoring and in isokinetic sampling techniques. His knowledge of EPA, CARB and local Air District test methods is extensive.

Jim McCormack

Bob Gallagher

EXPERIENCE:
Eighteen years of experience in air source emissions testing. As the Warehouse Supervisor, Bob is responsible for all aspects of Best Environmental's equipment calibration and maintenance. Duties include equipment scheduling, job preparation, equipment calibration, equipment maintenance, repair and fabrication, materials ordering, field sampling and laboratory analysis. Responsible for procurement of consumable supplies for all fieldwork.

Bob also performs field work and is familiar with isokinetic sampling techniques. Suhail Asfour
